Spatial provision is a combined knowledge dealing with organizing space, which has been developed for the homogeneous and heterogeneous distribution of development in all areas which support sustainable development. Thus, identification and characterization of the spatial distribution of discrimination and injustice have been done in a knowledge-based way. This study aims to examine how such a distributed development is conducted in the province. Among the indicators of development, infrastructure and health facilities opted to investigate; the distribution and development of province’s border city (9 selected cities) have been compared. The methodology of this study is causal-comparative and multi-criteria decision making (MCDM) techniques were used. The results of the study showed that the province was deprived concerning socio-economic status indicators, and spatial distribution. Thus, Zahedan as the political center of the province is the most developed city according the mentioned indexes.
